I can only comment on your question regarding needing proof of American Indian heritage. The answer is YES, you do need to provide proof of either tribal enrollment in a federally recognized tribe or proof of blood quantum via Certificate of Degree of Indian Blood in order to be legally recognized as an American Indian. Any higher education opportunities for American Indians are based on citizenship (i.e. tribal enrollment) or descendancy from an enrolled tribal member (i.e. blood quatum). Without proof you do not qualify.
